In a small bowl, combine warm milk, yeast, and 1 tablespoon sugar. Let sit for 5–10 minutes until foamy.
In a large bowl, whisk eggs, melted butter, vanilla, and remaining sugar. Stir in the activated yeast mixture.
Add flour, cocoa powder, salt, and red food coloring. Stir to combine, then knead for 5–7 minutes until the dough is smooth and elastic. Add flour if sticky.
Place dough in a greased bowl, cover, and let rise for 1 hour, or until doubled in size.
Step 2: Prepare the Filling
In a small bowl, combine softened butter, brown sugar, and cinnamon until well mixed.
Step 3: Roll and Fill
Roll out the risen dough on a floured surface into a 16×12-inch rectangle.
Spread the filling evenly over the dough.
Tightly roll into a log from the long side, then slice into 12 equal pieces.
Place rolls in a greased 9×13-inch baking dish. Cover and let rise again for 30 minutes.
