Grease a 24cm (9-inch) bundt pan with margarine and dust with cocoa powder.
In a large mixing bowl, combine the cocoa powder, flour, sugar, oil, warm water, and eggs. Mix until the batter is smooth and well blended.
Add the baking powder and stir gently just until incorporated.
Pour the batter into the prepared bundt pan and smooth the top.
2️⃣ Bake:
Bake in the preheated oven for approximately 35 minutes, or until a toothpick inserted into the center comes out clean.
Let the cake cool for 10–15 minutes before unmolding onto a serving plate. Allow to cool completely before topping with syrup.
3️⃣ Make the Chocolate Syrup:
In a medium saucepan, combine the condensed milk, chocolate powder, and butter.
Cook over medium heat, stirring constantly, until the mixture thickens slightly and begins to pull away from the sides of the pan (about 8–10 minutes).
Remove from heat and immediately stir in the heavy cream until fully combined and glossy.
