Assemble the Rolls
- Preheat your oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish to prevent sticking.
- Punch down the risen dough to release excess air, then divide it into 12 equal portions for uniform rolls.
- Roll each portion into a ball, then flatten into a small disk about 4 inches wide.
- Place a spoonful of the beef filling in the center of each dough disk. Fold the edges up and over the filling, pinching firmly to seal.
- Shape each filled piece into a smooth ball and arrange them seam-side down in the prepared baking dish, spacing them evenly.
Bake the Rolls
- Brush the tops of the rolls generously with melted butter. Sprinkle with garlic powder if using, then top evenly with shredded mozzarella cheese.
- Bake in the preheated oven for 18–20 minutes, or until the rolls are puffed, golden brown, and the cheese on top is fully melted and bubbling.
